If you spend any amount of time walking on the streets of Mérida you will undoubtedly notice the preponderance of loose cables littering sidewalks, hanging from poles and  impromptu electrical connections from street lamps. There must be enough excess cable to circle the globe.  Most, I assume are related to telephone or internet connections. Some hang in the air, some are strewn on the ground, some are wrapped in coils. In addition  to the loose  cables regular cables are sometimes hung so low you can almost garrotte yourself if not paying attention.
